The Standing Order governing the APP Welfare Fund and APP Superannuation Fund is hereby amended as per resolution adopted in the Annual General Body Meeting for the Welfare Society held on 21.11.2019. It shall come into force with immediate effect and will govern the APP Welfare Fund in existence.
All members of Arunachal Pradesh Police shall be members of this fund. The rank wise monthly welfare subscription w.e.f. 01.01.2020 would be as under:-
The subscription will be deducted twice a year in the month of January to July. The amount will be deposited to PHQ by Bank Draft in favour of “APP WELFARE FUND” by the 15th of February & 15th of August each year by the concerned Head of Office.
The Welfare loan for medical treatment of members and their dependents for cases mentioned below will be considered to a maximum amount mentioned against each or 50% of the estimate cost recommended by the Medical Officer, whichever is lesser. In case of emergency a higher amount can be also be sanctioned for medical treatment after obtaining prior approval from President (APP Welfare Society).

The loan applications after scrutiny are to be recommended by the screening committee at PHQ and Districts /Units.
For sanction of loan for the above mentioned purposes, the following terms and conditions are required to be fulfilled.
An amount of 75,000/- (Rupees Seventy Five Thousand ) to be considered for marriage loan to the members of the society for himself/herself/ his/her daughter/Sons and an amount of 50,000/- (Rupees Fifty Thousand) for dependents sisters.
For sanction of marriage loan, the controlling officer will issue a certificate that the name of dependent family members is recorded in the service books as per certificate enclosed as Annexure -1.
The recovery of the above mentioned loans will be affected from the salary of the next month from the drawl month of loan and amount to be recovered will be in 20 equal installment, for first (1) time loan no interest is liable
On the every subsequent loan availed on ground of medical treatment and marriage member is liable to pay 7% simple interest per annum.
A maximum amount of Rs.2,00,000/- (Rupees One Lakh Fifty Thousand) with 5% simple interest to be considered as Education loan for sons and daughters of the members for their studies. The loan is to be recouped in 24 equal installments.
The actual expenditure Certificate (admission fee/tuition fee/hostel fee/messing fee etc.,) of the course attended by the wards of the member should be submitted with the application.
The loan repayment capacity of the individual member should also be assessed. Not more than 30% of the salary of the applicant including the loan applied should be deducted on monthly payment/recoveries towards the entire loans of the applicant, to be eligible for the grant of loan. DDOs while forwarding loan application should send a certificate on loan repayment capacity of the member (applicant).
All cases of loan should be disposed off by the concerned Districts/Units expeditiously out of the fund provided by PHQ without referring the matter to PHQ, unless it is necessary.
In order to properly screen the application for loans, a screening committee comprising following officers of PHQ and the Districts/Units level shall be constituted.

The Screening Committee will meet in the first week of every month to screen the applications and forward the specific recommendation to the D.G.P at PHQ level and to the SP/CO/Principal PTC concerned at the District/Unit level for approval/sanction of loan as the case may be.
All loans up to 10,000/- (Rupees Ten Thousand) will be sanctioned by the Secretary APP Welfare, APP Welfare Society in PHQ and by the SsP/COs/Principal, PTC at their respective District/Units loan amount above 10,000/- will be sanctioned by the President (APP Welfare Society ) i.e., DGP. In case President (APP Welfare Society) is out of station, Vice-President (APP Welfare Society) i.e., DIGP (HQ) is empowered to sanction.
Revolving Fund for Welfare measures amounting Rs. 1,00,000/- for Distt./Unit shall be provided.
To write-off un-recovered loan against deceased member if the balance recoverable amount is Rs.10,000/- (Rupees Ten Thousand) or less, the same is to be submitted to Secretary Police Welfare Society, PHQ, Itanagar for further necessary action.
The DGP (AP) being the Ex-officio President of the APP Welfare Society can write off any loan amount in death cases.
GRANTS FROM APP WELFARE FUND
All kind of grant will be considered at PHQ level. Therefore the application with relevant documents should be forwarded/ recommended by the controlling officer of various units after proper scrutiny in accordance with the provisions of this Standing Order (SO) for consideration.
1. MEDICAL AID GRANT
A Medical Aid Grant of Rs. 75,000/- (Rupees Seventy Five thousand only) is considered to the members only under this scheme for Cancer patient and for those who are seriously suffering from Heart/Kidney ailment. It is also decided that this grant will also be applicable in case of accident, which causes permanent physical disablement.
2. IMMEDIATE RELIEF GRANT
Immediate Relief Grant of 1, 25,000/- (Rupees One Lakh Twenty Five Thousand) only to be paid to the next of kin of deceased member of the society who dies while in service. The concerned District/Units authority will disburse the amount immediately after death. The original money receipt should be submitted to the Secretary Police Welfare society, PHQ Itanagar for necessary recoupment.
Revolving fund under immediate relief Grant for District/Unit has been enhanced from 1, 50, 000/- to 2, 50, 000/- to meet up the expenditure in case of more than one death at a time.
4. NATURAL CALAMITIES GRANT
Natural Calamities Grant up to maximum of Rs.30,000/- (Rupees Thirty thousand) only to the member will be considered on the merit of case for damages caused by fire Accident/Natural Calamities etc.
5. SPECTACLE GRANT
Spectacle Grant amounting Rs. 2,000/- will to be considered to the members who are over 40 years of age and advised by an Eye Specialist to wear spectacles.(Medical advice slip and cash memo are required to be enclosed with the application).
6. SCHOLARSHIP GRANT
Scholarship grant will be considered to members wards who have secured 1st , 2nd & 3rd position in class t the following rate amongst the Police Wards.:-
A. Class I to IX
1. Rs.3,500/- for 1st position.
2. Rs.3,000/- for 2nd position.
3. Rs.2,500/- for 3rd position
B. Class X to XI
1. Rs.5,500/- for 1st position.
2. Rs.4,500/- for 2nd position.
3. Rs.3,500/- for 3rd position
C . Degree in any discipline in each field
1. Rs.8,500/- for 1st position.
2.Rs.7,500/- for 2nd position.
3. Rs.6,500/- for 3rd position
D. Professional degree for separate discipline.
1. Rs.9,500/- for 1st position.
2. Rs.8,500/- for 2nd position.
3. Rs.7,500/- for 3rd position
E. Post Graduate for each discipline.
1. Rs.11,500/- for 1st position.
2. Rs.10,500/- for 2nd position.
3. Rs.9,500/- for 3rd position
F. Diploma.
1. Rs.5,500/- for 1st position.
2. Rs.4,500/- for 2nd position.
3. Rs.3,500/- for 3rd position
The above scholarship will be considered once in a year. The screening committee will meet twice in a year at PHQ for consideration of scholarship grant.
Parent may submit applications with duly attested copy of marks sheet as per the schedule below:
a) For Class-I to Class-XII in the month of July every year.
b) For Degree / Professional Degree classes in the month of November every year.
The Board to assemble in the 1st week of August and December respectively to consider the applications of scholarship grant.
7. DEGREE / DIPLOMA ONE TIME GRANT
“One Time Grant” will be considered for the Police wards on getting admission for degree/diploma courses in Medical and Engineering.
1. Rs. 6,000/- for degree courses
2. Rs. 4, 000/- for diploma courses
In case a student who had earlier received Rs.4,000/- after securing admission in a diploma course and subsequently secures admission in a degree course in a subsequent year ( in continuation of his/her studies), he/she shall be awarded an additional amount of Rs.2,000/- only.
Children of police staff of all rank will be eligible to get this grant up to a maximum of two children. The above grant will be considered once in a year. The above grant will be considered once in a year. The grant shall be given only on submission of documents of admission by the member of the welfare scheme.
8. RETIREMENT BENEFIT
The Police Personnel will get back the contributed amongst amount at the rate mentioned below with 10% simple interest from the total Welfare contribution made by them annually.

PERSONAL ACCIDENTAL BENEFIT SCHEME
Financial benefit under Personal Accidental Benefit Scheme shall be extended to the members of APP Welfare Society from APP Welfare Society Fund in the event of permanent disablements or irrecoverable loss of Eye/Eyes or Limbs due to accident and to the nominee of the members in the event of death in road accident and C.I operation as illustrated under table below subject to submission of the documents mentioned against personal claim and claim by dependents.

A.P.P. SUPERANNUATION FUND/SCHEME
1. MEMBERSHIP OF THE SCHEME
An amount of An amount of 1200/- (Rupees One thousand Two hundred) only is to be paid in one installment. The date of membership will commence from the date on which the full contribution of 1200/- is credited to the Superannuation account of the incumbent.
2. BENEFIT OF THE SUPERANNUATION SCHEME
The status of Superannuation Scheme shall stands as It was except the point that, the member who has applied for the scheme will get `. 15,000/- (Complete Maturity Amount) even in case of death irrespective of Service Tenure/application of the case of the scheme. Also, in case of resignation from the department, the Superannuation Scheme Benefit will not be forfeited for the member resigning.
However, if the member resigning has not completed 15 years of service after applying for Superannuation Scheme, he/she will be refunded in accordance to simple interest rate as per RBI at that time.
